CLARITY Act 会不会 Sell the News？
我反而觉得，现在谈“卖消息”可能还早。
真正典型的 Sell the News，是市场已经默认利好一定发生，资金提前把价格炒满。
但 CLARITY 目前最大的问题恰恰是：市场还没有完全相信它能顺利推进。
所以关键不是“通过=涨，没通过=跌”，而是结果与预期的差值：
票数勉强过线 → 小心冲高兑现。
明显超预期 → 可能先走 Buy the News。
意外失败 → 才是真正需要防范的下杀。
最值得交易的，从来不是新闻本身，而是预期差。
