Tehran's review of a US response, carried through Qatari mediation, keeps diplomacy alive without resolving the key problem: sequencing. With Gulf crude exports excluding Iran largely finding alternative routes, the immediate pressure to compromise may be uneven. That makes a narrow shipping arrangement more plausible than a full bargain spanning sanctions and nuclear issues.
