Layer-2 competition has shifted from "who is cheaper" to "who keeps users and developers." Arbitrum has built a large ecosystem, yet incentive programs can inflate activity that fades once rewards end. Retention is the cleaner test. Scheduled token unlocks are another factor, since they can add supply pressure if demand doesn't keep pace.
